The world fo Final fantasy VI is devided into two:

The world of the Espers and the world of the humans. While the humans live under the Empire, having forgotten about Espers and magic long ago, the Espers live in a seperated dimension, apart from any human beings.

Howver, Terra was teh child of an Esper and a human and was captured and brainwashed by teh EMpire. She gets freed by a group of rebels, fighting the Empire, although her memory still is locked away to her.
